Theodosius the Great, was the last emperor to rule over both the eastern and the western halves of the Roman Empire. He campaigned vigorously against the Goths, but without a decisive outcome ultimately allowed some of them to settle ‘peacefully’ within the borders of the empire, south of the Danube. He successfully defeated the usurpers Magnus Maximus and Eugenius. He also issued decrees that effectively made Orthodox Nicene Christianity the official state church of the Roman Empire. He dissolved the order of the Vestal Virgins in Rome. In 393, he banned pagan rituals at the Olympics.
